Stablecoin Insider: FASB Stablecoin Guidance Targets Cash Equivalent Status Under GAAP

The August 18 proposal from the Financial Accounting Standards Board outlines three tests stablecoins must pass to qualify as cash equivalents under U.S. GAAP, with comments due November 19.

FASB Outlines Cash Equivalent Path

“FASB’s Aug. 18 Topic 230 proposal clarifies when stablecoins qualify as cash equivalents under U.S. GAAP; comments are due Nov. 19.” That line from Stablecoin Insider captures the core update now circulating among accountants and crypto holders.

The draft adds an annual cash-equivalents component disclosure requirement. Stablecoin issuers and holders will need to show how holdings meet the criteria each reporting period. Secondary-market liquidity by itself does not satisfy any of the three tests.

The Three Tests

On-demand contractual redemption right forms the first test. A holder must have a contractual right to redeem the stablecoin for cash on demand from the issuer or a qualified intermediary.

Direct redemption right with the issuer for a known cash amount is the second test. The claim must be direct and the cash amount must be fixed and known in advance.

Segregated reserves at no less than one-to-one in short-term highly liquid assets complete the third test. Reserves must sit in assets that qualify as cash or cash equivalents themselves and must be held separately.

Crowe notes that these tests align stablecoin accounting more closely with existing cash-equivalent guidance while adding issuer-specific requirements. EY has also reviewed the draft and highlighted the same reserve and redemption conditions.

Market Snapshot

Majors traded softer on the day the draft surfaced. CoinGecko data at about 12:04 p.m. ET on September 7, 2026 showed BTC at $78,885, down 0.9 percent. ETH sat at $2,473.79, off 0.1 percent. XRP traded at $1.39, lower by 1.6 percent. SOL was at $103.52, down 1.9 percent. DOGE moved to $0.089306, up 0.6 percent.

The proposal does not alter spot or perps pricing mechanics. It instead gives holders and issuers a clearer accounting spine for balance-sheet treatment. That clarity matters for corporate treasuries that already hold or plan to hold stablecoins.

Next Steps

Comments close November 19. Final language could appear in late 2026 or early 2027 depending on feedback volume. The three tests plus the new disclosure line are the elements most likely to remain intact.

Holders tracking the chart will still watch candles and order flow. The accounting update simply adds a reporting layer that must be met before any stablecoin can sit in the cash-equivalents line on a GAAP balance sheet.
